Can anyone tell me if the tour allows time to get off the Segway at the Tower of Pisa and walk up the steps of the tower?

Unless it explicitly says so in the description . most probably not. Remember that any visit to the top of the Tower of Pisa requires a ticket and a reservation.

By looking at the description on this tour, three hours doesn't leave enough time to do everything they listed and the tour. You can book a visit to the Tower on your own.
