We booked tickets in advance for the Accademia gallery for 28 Sept . When we arrived we found the museum and ticket office closed due to a strike . We have tried to get a refund from Florence tickets but our emails remain unanswered. Is there some authority we can approach to get this matter sorted?

I am really sorry to hear that you haven't received feedback on the matter but it is likely that Florence Tickets cannot be held responsible for a strike by museum workers. The terms and conditions seen here https://www.florence-tickets.com/terms-and-conditions.html seem to indicate this is how it works 
. Likely the best solution would have been to go back to the museum during your stay and you'd likely would have been allowed to enter.

I think the best suggestion is to go again to the museum when the strike is over during your stay and you'd likely would have been allowed to enter.
