Visit Florence on a cruise ship

We have been informed that passengers on a cruise ship are not allowed to visit the towns in Italy, such as Florence, on their own. You have to take part in the excursions arranged by the cruise ship company. They told us that it is a regulation made by the Italian government. Is that true? We have the Covid Pass and live n Sweden/ Best regards B
 
Did you get this information from your cruise ship? I would doubt they are trying to use it as a tactic to get you only to do their own tours, as it is possible that is the way they want to ensure that passengers come into minimal contact with non-passengers who have not met the criteria established for travel. When are you set to travel? Regulations are changing almost every other week so by the time you are here, it is possible the rules will have changed.
